Whirlpool State Park has two levels — the street level has many scenic overlooks with spectacular views of the Whirlpool and rapids. The river level is accessed by taking the staircase located just downstream from the main park area. At the base, you will be level with the gorge.
Going back up was rough! And, we were fighting the clock because we rode the Discover Niagara Trolley and it was the end of the day for the route.
